Migrate LeaseCandidate from coordination.k8s.io/v1beta1
LeaseCandidate lets components volunteer for coordinated leader election. Kubernetes 1.36 deprecated coordination.k8s.io/v1beta1, and 1.39 is scheduled to stop serving it. The 1.37 source has no newer version yet, so there is nothing to migrate to today.
