Kubernetes 1.32 removed APIs
Kubernetes 1.32 removed the last beta of API Priority and Fairness, flowcontrol.apiserver.k8s.io/v1beta3. The v1 objects had been available since 1.29, and for PriorityLevelConfiguration the only difference is how a zero nominalConcurrencyShares is defaulted.
Every replacement below was available by 1.29, so clusters could migrate before upgrading.
