Kubernetes 1.26 removed APIs

Kubernetes 1.26 removed autoscaling/v2beta2 HorizontalPodAutoscaler and the v1beta1 API Priority and Fairness objects. v2beta2 was the newest HorizontalPodAutoscaler version from 1.12 until autoscaling/v2 arrived in 1.23.

Every replacement below was available by 1.26, so clusters could migrate before upgrading.
