Migrate TokenReview from authentication.k8s.io/v1beta1

TokenReview asks the API server to authenticate a bearer token. It is a request, not an object stored in the cluster, so it lives in code rather than manifests. Kubernetes 1.22 removed authentication.k8s.io/v1beta1, and v1 has been available since 1.6.
