Migrate SelfSubjectRulesReview from authorization.k8s.io/v1beta1

SelfSubjectRulesReview lists the actions the current user can perform in a namespace. It is a request, not a stored object. Kubernetes 1.22 stopped serving authorization.k8s.io/v1beta1, so clients must send v1, available since 1.6.
